Carl Alameda Male United States of America

Carl Alameda is a public service professional with more than two decades of experience in local government, higher education, and property management. In his role as Assistant City Manager, he has led departments responsible for human resources, finance, emergency preparedness, and public communications. He also introduced a citywide training and performance evaluation system designed to enhance staff capacity and improve overall city operations.

He began his career in public administration after completing a degree in political science with a concentration in public administration at California Polytechnic State University. He went on to earn a Master of Public Administration and a Master of Planning from the University of Southern California, where he was named a Dean’s Merit Scholar. With a strong academic background, he entered municipal service prepared to manage complex systems with clarity and purpose.

His leadership experience includes roles such as Assistant City Manager and Director of Administrative Services, as well as interim assignments overseeing both the Public Works and Finance departments. In these capacities, he was responsible for budgeting, labor negotiations, emergency response coordination, and interdepartmental collaboration. He helped modernize employee evaluations, supported long-range planning efforts, and served as a liaison to the Art Commission and the Disaster Council.

In addition to his public sector work, he has close to twenty years of experience managing residential and commercial properties. His responsibilities have included oversight of Section 8 and market-rate housing, ensuring compliance with HUD regulations, managing capital projects, handling maintenance operations, and collaborating with accountants to maintain accurate financial records and reporting.

Since 2018, he has been an adjunct professor at the USC Sol Price School of Public Policy, where he teaches in the Master of Public Administration program. His courses draw on real-world experience and are designed to help students understand how theory connects to practical applications. His involvement with the university has included service on the Board of Governors and leadership within the alum association. He also co-founded a fellowship program that provides mentorship and support to students interested in careers in local government.

He has also taken on leadership roles in professional public administration organizations. He has served as President of two associations and chaired a regional division, working to support peer engagement, leadership development, and the sharing of best practices within the public sector.

Outside of his professional work, he has volunteered as a youth and high school sports coach for nearly twenty years. He has coached football, baseball, and softball and has held leadership roles in community athletic programs. He continues to support his high school and university through active alum involvement and as a member of a university athletic support group.
