Paul Delacourt concluded a notable 25-year career with the FBI in May 2021, capping off his service with significant achievements in law enforcement.

He is currently thriving in his role as the Managing Partner at Stratagem Consulting, LLC. There, he leads a team that specializes in executive consulting, focusing on regulatory compliance, risk mitigation, business development, and cyber risk awareness. Additionally, he enriches minds as an Adjunct Lecturer at the University of Chicago Graham School, teaching a Master's degree course in Intelligence and Analysis. His final role before retirement was as the Assistant Director of the Strategic Realignment Program Management Office at FBI Headquarters in Washington, DC.

His tenure included three years as the Assistant Director in Charge of the FBI’s Los Angeles field office, where he managed an executive team and oversaw operations involving three divisions, intelligence, and mission services, guiding nearly 1500 employees across the Central District of California’s seven counties.

Before his Los Angeles appointment, Mr. Delacourt was the special agent in charge at the FBI’s Honolulu field office for three years. His earlier assignments included a stint in the Inspection Division at FBI Headquarters in Washington, D.C., leading assessments of field offices, national programs, shooting incidents, and special projects.

His journey with the FBI began in 1995 when he was initially assigned to the Chicago Division, tackling gang and drug investigations. Following the events of 9/11, he moved to the Counterterrorism program, working in Chicago, Washington, DC, and Atlanta, GA.

His commitment extended overseas with temporary assignments, including to the Guantanamo Bay Task Force at FBIHQ and deployments in Afghanistan, Qatar, and Iraq. There, he managed the Regime Crimes Liaison Office, a crucial Department of Justice initiative mandated to investigate significant crimes under Saddam Hussein’s regime.

From 2009 to 2011, he served as the FBI liaison officer to a counter-narcotics task force at U.S. Pacific Command at Camp Smith, Hawaii. He was promoted in 2012 to assistant special agent in charge of the Honolulu Division. Mr. Delacourt earned his Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School.
